From Opportunity to Action: The India–Slovenia Corridor Roadmap

The Priorities for Building the Relationship

India and Slovenia have complementary capabilities, bilateral trade has crossed US$1 billion, and there is considerable scope to deepen the relationship through technology, manufacturing, research, projects and investment.

The question now is: where do we start?

The India–Slovenia SITE Network will focus on building activity around areas where there is a credible combination of Slovenian capability, Indian demand and potential for commercial scale.

Priority 1 — Advanced Manufacturing & Industrial Technology

Slovenia's capabilities in precision engineering, automation, industrial machinery, advanced materials and automotive supply chains align strongly with India's push towards higher-value manufacturing.

The immediate opportunity is to identify Slovenian technologies and companies that can work with Indian manufacturers through technology licensing, localisation, joint ventures, component sourcing and co-manufacturing.

The opportunity works in both directions: Indian manufacturers and investors can also use Slovenia as a platform for European production, partnerships and supply-chain access.

Priority 2 — Climate, Water & Environmental Technologies

India presents large-scale requirements across water, wastewater, resource recovery, energy transition, industrial decarbonisation and climate resilience.

Slovenia has specialised technologies, companies and research capabilities relevant to several of these challenges.

The corridor will seek to identify specific Indian problems and project opportunities around which Slovenian technologies can be evaluated, localised and deployed — with successful deployments creating pathways to wider Indian and Global South markets.

Priority 3 — Space, Geospatial & Digital Infrastructure

This is one area where the corridor already has a foundation.

The 2019 IIT Kanpur–Space-SI MoU established cooperation around applications supporting the Clean Ganga programme, connecting Slovenian space and geo-information capabilities with Indian environmental requirements.

The opportunity is to build on this foundation around earth observation, remote sensing, digital twins, river-basin management, flood resilience and environmental monitoring.

It also demonstrates the model the corridor wants to replicate: combine specialised Slovenian capability with a major Indian challenge, develop and demonstrate the solution in India, and create the potential for wider deployment.

Priority 4 — Pharmaceuticals, Biotechnology & Health Technologies

Pharmaceuticals are already an important component of bilateral trade. India's pharmaceutical exports to Slovenia reached approximately US$136 million in FY2025–26, making pharmaceuticals India's largest merchandise export category to Slovenia in the data used for this edition.

The opportunity can now move beyond trade.

The next stage should explore joint R&D, biotechnology, complex formulations, CDMO relationships, specialised manufacturing and technology partnerships, combining Slovenian research and European market expertise with India's pharmaceutical manufacturing ecosystem and scale.

Priority 5 — Research, Innovation & Commercialisation

Slovenia's research institutions and India's universities, technology institutes and industrial ecosystem create considerable potential for joint innovation.

But the objective should extend beyond research collaboration.

The corridor will seek opportunities where research can be connected to technology development, businesses, customers, project sites and capital, creating a pathway from:

Research → Technology → Commercialisation → Scale

This can include collaboration across advanced materials, robotics, AI, biotechnology, energy, environmental technologies and other areas where the two countries possess complementary capabilities.

Priority 6 — Logistics, Market Access & Two-Way Investment

The corridor should actively develop the two gateway propositions at the heart of the relationship.

For Indian companies: India → Slovenia → Europe

For Slovenian companies: Slovenia → India → Global South

This includes exploring Koper-linked logistics and distribution, Indian investment into Slovenia, Slovenian investment and manufacturing in India, and joint ventures capable of addressing third markets.

Investment is particularly important. Trade has already crossed US$1 billion, but bilateral investment remains modest relative to the size and potential of the commercial relationship.

Building a stronger two-way investment pipeline should therefore become an important measure of the corridor's progress.

What Comes Next

The roadmap now needs to become a pipeline.

Over the coming editions, Bharatia | India–Slovenia SITE Network Intelligence will move from describing the potential of the relationship to showcasing the opportunities being developed within it.

Each edition will increasingly focus on real problems, technologies, companies, projects, partnerships and investment opportunities.

Some will be early-stage opportunities. Others will be moving towards deployment. And some may develop into collaborations capable of scaling well beyond India and Slovenia.

That is how the corridor will be built: opportunity by opportunity, project by project and partnership by partnership.
